Craig Topper 0add5f9122 [RISCV] Don't include CodeGen layer files in MC layer ...

-Use MCRegister instead of Register in MC layer.
-Move some enums from RISCVInstrInfo.h to RISCVBaseInfo.h to be with other TSFlags bits.
