Sander de Smalen 3d3ca8f8eb NFC: Migrate SpeculateAroundPHIs to work on InstructionCost ...

This patch migrates cost values and arithmetic to work on InstructionCost.
When the interfaces to TargetTransformInfo are changed, any InstructionCost
state will propagate naturally.
