Sander de Smalen 3b8a1d581e NFC: Migrate SpeculativeExecution to work on InstructionCost ...

This patch migrates cost values and arithmetic to work on InstructionCost.
When the interfaces to TargetTransformInfo are changed, any InstructionCost
state will propagate naturally.
