Stanislav Mekhanoshin ca4bf58e4e [AMDGPU] Support unaligned flat scratch in TLI 
Adjust SITargetLowering::allowsMisalignedMemoryAccessesImpl for
unaligned flat scratch support. Mostly needed for global isel.
