Jan Korous 77dd8a7928 Reland [clang] DirectoryWatcher ...

This reverts commit f561227d13.

- DirectoryWatcher
- Fix the build for platforms that don't have DW implementated.
- Fix the threading dependencies (thanks to compnerd).
