* Moves enum Scope from DefinedAtom.h to Atom.h
  * Adds scope method to AbsoluteAtom class
  * Updates YAML to print scope of AbsoluteAtoms
  * Update Native Reader/Writer to handle this new, "attribute"
  * Adds testcase
