Sergei Barannikov 0014b49482 [TTI] Make all interface methods const (NFCI) (#136598) ...

Making `TargetTransformInfo::Model::Impl` `const` makes sure all
interface methods are `const`, in `BasicTTIImpl`, its bases, and in all
derived classes.
