Fangrui Song 19730e37ec ELFObjectWriter: Make .reloc test generic ...

Move `Fixup.getKind() >= FirstLiteralRelocationKind` from target hooks
to ELFObjectWriter::recordRelocation.

Currently, getRelocType cannot be skipped for LoongArch due to #135519
