tangaac 19834b4623 [LoongArch] Support sc.q instruction for 128bit cmpxchg operation (#116771) 
Two options for clang
  -mno-scq:                Disable sc.q instruction.
  -mscq:                   Enable sc.q instruction.
The default is -mno-scq.
