Carl Ritson c63687c04f [MC][TableGen] Expand ImplicitOffset field of MCInstrDesc (#138127) 
Increase width of ImplicitOffset to `int` from `short` to allow more
table capacity.
Reorder the elements to maintain natural alignment.
