David Green d8495e0352 [ARM] Add a vrinta.f16.f16 alias ...

The v8.1-m ARMARM uses the vrinta.f16.f16 names, as opposed to
vrinta.f16. This adds an alias for it in the same way that we have for
f32 and f64.
