David Sherwood ba471ba8d2 Revert "[CodeGen][AArch64] Ensure isSExtCheaperThanZExt returns true for negative constants" ...

This reverts commit 31009f0b5a.

It seems to be causing SVE VLA buildbot failures and has introduced a
genuine regression. Reverting for now.
