Alexander Shaposhnikov d6884795d0 Recommit "[llvm-objcopy] Switch over to using TableGen for parsing arguments" ...

Add explicit dependency on ObjcopyTableGen 
and rerun the tests on Windows. 
I will double-check the build bots 
and revert this commit if necessary.
