wangpc 8597458278 [regalloc] Fix assertion error when LiveInterval is empty ...

When evicting interference, it causes an asseertion error
since LiveIntervals::intervalIsInOneMBB assumes that input
is not empty.

This patch fixed bug mentioned in D118020.
