Andy Wingo d3d4d98576 [clang][NFC] GetOrCreateLLVMGlobal takes LangAS ...

Pass a LangAS instead of a target address space to
GetOrCreateLLVMGlobal, to remove a place where the frontend assumes that
target address space 0 is special.
