Added `VAArgHelper` functions for platforms: ARM32, i386, RISC-V,
PowerPC32, MIPS32.

ARM, RISCV and MIPS share similar conventions regarding va args.
Therefore `VAArgGenericHelper` was introduced to avoid code duplication.
