Summary:
Replace FuzzerExtFunctionsDlsymWin.cpp with FuzzerExtFunctionsWeakAlias.cpp
to get externally defined functions (eg: LLVMFuzzerInitialize,
LLVMFuzzerCustomMutator, etc) working again.

Also enable tests that depended on these functions (on windows)
