Sacha Coppey d2f8ba7d6d [RISCV][NFC] Add generateMCInstSeq in RISCVMatInt (#84462) 
This allows to avoid duplicating the code handling the instructions
outputted by `generateInstSeq` when emitting `MCInst`s.
