Aiden Grossman 3cc523d935 [NewPM] Remove UnifyFunctionExitNodesLegacyPass (#72816) 
UnifyFunctionExitNodesLegacyPass isn't used anywhere in upstream and
thus isn't tested at all. For these reasons, remove it.
