This adds the basic lexer, with unittests, for the Data Inspection
Language (DIL) -- see
https://discourse.llvm.org/t/rfc-data-inspection-language/69893

This version of the lexer only handles local variables and namespaces,
and is designed to work with
https://github.com/llvm/llvm-project/pull/120971.
