Sander de Smalen bf294953e7 NFC: Migrate SimplifyCFG to work on InstructionCost ...

This patch migrates cost values and arithmetic to work on InstructionCost.
When the interfaces to TargetTransformInfo are changed, any InstructionCost
state will propagate naturally.
