Nikita Popov ecb98f9fed [IRBuilder] Remove uses of CreateGlobalStringPtr() (NFC) 
Since the migration to opaque pointers, CreateGlobalStringPtr()
is the same as CreateGlobalString(). Normalize to the latter.
