Juneyoung Lee 5c2e50b5d2 Reland "[SimplifyCFG] Update FoldBranchToCommonDest to be poison-safe" 
This relands commit 99108c791d (D95026) which was
reverted by 8d5a981a13 because the underlying
problem (https://llvm.org/pr49495) is fixed.
