Jing Bao 2a4a229d6d [WebAssembly] Custom optimization for truncate ...

When possible, optimize TRUNCATE to generate Wasm SIMD narrow
instructions (i16x8.narrow_i32x4_u, i8x16.narrow_i16x8_u), rather than generate
lots of extract_lane and replace_lane.

Closes #50350.
