This PR adds

* Definition of `getAlias` for `OpAsmTypeInterface`
* Integration of `OpAsmTypeInterface` with `AsmPrinter` alias handling
part

This is partly in response to
https://github.com/llvm/llvm-project/pull/124721/files#r1940399862
